Download Counts broken

Today I noticed the download counts for Ben Hunt's Board of Trustee powerpoints were not updating correctly. Not sure how long there has been a problem, but a cursory glance at recent Senate agendas points to a start of the problem between 10/25 and 11/1.

I looked into this, hoping to see something in the error logs explaining
this but found nothing.. then again the download count updating might
silently fail by design. My knee-jerk reaction is to say caching, but I
don't remember writing code to that effect.

I haven't spent >15 minutes looking into this because I figured it would be
addressed when the application gets rebuilt in Ruby on Rails 3... which I
hope to do soon now that classes are winding down.
