Bulk Add Users

It would be nice if there was a tool to bulk add users to the system, allowing users to be added to groups without making them login first.
Ideally, the input for a system like this might be a huge text
box that could access comma-seperated list like:
username, full name1
michab3, Brian Michalski
test, Test User
