RSS Feeds for Flagship

As per this comment on Reddit, implementing RSS feeds on a homepage and category level would be nice.

It turns out RSS exists on a category level already, links like this: http://docs.studentsenate.rpi.edu/categories/103.rss work well. The element doesn't validate yet, and I'm not sure if we are correctly escaping things like title and description.... we should investigate these issues.
