Users unable to upload to subcategories of categories

A user (Allison Ahn) had trouble uploading a document to a subcategory (Student Events and Activities) of the 2013 Council category.

Problem: Newly created categories default group ownership to the first group (alphabetically).
Desired Behavior: Inherits default group of parent category.

I definately remember thinking about implementing this feature. I'm kinda
surprised it's not there.Kenley: Do you want to add it? It should involve 1 line of code in the
controller for category/new to set the default owner. -

- Assigned user set to Kenley Cheung
