Su behavior changed

Commit 610 changed some su behavior in an attempt to make the system CAS-agnostic. This removed the ability to leave su once entered, and to view phpinfo when in su, which are both useful for debugging.
May also want to re-harden the admin methods for better accountability of admin actions.

Whoops! I don't a problem with the changed actions being reverted to the phpCAS technique. The goal of the commit was to remove CAS in places where we could get by without it (particularly the template actions), I hadn't considered how the system would re-identify them from their RCS id's without CAS.
