Put character count next to ticker text textarea

The character count will likely be important for people adding ticker text. We should place a counter in the area near the textarea for the text itself.
Also, we need to figure out when a live preview screen might update the preview to show the ticker text. Could it update the preview on the fly as the user types, or should there be a specific "Preview" button to generate the ticker inside the live preview template?
