Verify Template Rotation Functions

I suspect template rotation isn't working, at least it hasn't kicked in yet on the freshly-brought-online Union West Screen.

It might be related to the changes that moved the screen rotation config to the main config, or it could be related to some strange problem on the new server. I don't recall extensively verifying if template rotation after the changes that moved the config.

    I failed to remember the php scope assigned to includes. This should fix Union West and make template rotation happy one more.
